An S9 is pretty old now. if your looking for unlocked. Look towards a new Motorola G, Google Pixel, or Apple SE or such. All can be bought right from the the manufacture website. I am unaware of Verizon rules but not much effort would it take to find out. Salesman I am sure don't want you too, haa
