NW Washington | Normally you can cut it with a circular table saw like those used for wood. You can buy special saw blades if your going to cut a lot of it and special drill bits are available. A spray bottle with will help keep the plastic cool and not melt when being tooled. If you scribe the stuff go buy a special scribing blade that has a sharp hooked edge that fits in a regular Utility knife. Scribe it will, no skips, clamp well, say prayer and hit the plastic with a sharp blow. Sawing is generally a better way to go. Basically, wood working tools work better than metal working tools. Slower is better to avoid heat build up and melting.
