The steering system on the 9482 uses a priority valve to feed oil from a gear pump to a closed centre steering valve. Not sure of the location of the priority valve but it should not be hard to find. Your steering valve will have five hydraulic lines on it. One of these lines will likely be a lot smaller than the rest. This is the load sense line. Follow it back to the priority valve. The sliding spool in the priority valve is likely sticking or has some crud in it. It may also be scored and may need replacement in order to function reliably. The older Series 3 Steigers used a similar setup and I just polished the spool and it worked reliably for as long as I owned the tractor.
