EC Indiana | Don't be too quick to blame the tire shop. I have had to use the torch to get the spare down on both my 05 sierra and an 06 suburban. There is a safety mechanism built into the carrier winch assembly. If the safety is engaged, your tire will not come down. On my truck, I did not know about the safety. The spare did not lower and I cranked too much slack into the cable and got the cable all bound up. On our suburban, I couldn't get the safety to release. Your owners manual will help you try to release the safety. Try that route first. Then you may just have to torch the cable or the bracket that goes through center of the spare. If you have to get a new spare tire wench/holder assembly, they can be found on ebay or junk yds.
For all GM truck or SUV owners, make sure the spare tire carrier will winch your spare down. Preferably before your wife gets a flat 2 hours from home.
