Our electric co-op has something simular . ..  I'm not too keen on the idea of electric - I don't trust electric rates in the future. With water heat - you have a choice of several fuel sources, as energy prices change . . .  I also do not agree with no insulation under the heat pads - ground sink, ya . . . as there would be a constaint struggle to keep heating the cooler soil  . .  . Cement pad is enough of a heat sink imo. . .
