These guys sell RC airplanes with cameras which take multiple pictures of a section. Plane is on autopilot and has a preprogrammed route. I think you can fly as low as you want but I think there is a height restriction. Images are what you are looking for and you can do it as often as you like. I called them up once and the setup is fairly pricey.
