| The 3020 had a factory mod that it uses a 6 volt coil with a dropping resistor part of the ignition switch. That resistor is shorted out by an auxiliary contact on the starter solenoid for better starting. Your resistor run circuit is at fault. My gas 4020 had the same problem several years ago. Look for a lack of voltage at the coil (terminal not connected to the points) with the ignition on and the tractor not running. Trace that wire. On mine the resistor in the ignition switch had gone bad and a new ceramic resistor is mounted next to the coil (visible at the right in this picture). I finished haying that time with a wire run from the battery to the ceramic resistor. Hot wired, it was.
It was wired with a scotch tap and that connection was bad. I reworked the connections and its been fine ever since. It is probably the resistor that is part of the ignition switch, or maybe the wire to the coil from that resistor. Replace those and it should run reliably at a cost of under $10.
