When supply air is removed the brakes should set, for however long the tank will hold some pressure, is the valve operating correctly now? I agree with plowboy but MN. passed some new regs for trailer repair and modifications need to be done or approve by mfg. MN also req. annual inspections be done by state cert. inspector, which you can take class for cert. To operate spring brakes I believe another valve is all you would need
