On Chevy's, the connecting arm is made so that it will "slip" if your wipers are frozen to the windshield to prevent motor burnout. I'd assume the Fords are similar. Someone will chime in on how to fix it exactly, but this is what is happening. A simple tighting of this "slipping arm" and you'll be fine... I'm guessing you'll have to remove the cowling to access it from the outside... but like I said, someone with firsthand knowledge will chime in soon.
