I've been with AxisHost for a while. They haven't been around real long but Tina (the owner) had a previous company that she started in 1997 and built quite large. It was sold out and she started this company. They are great people to work with. Here is their about page. They have a limited account package for $21.99 per year. Otherwise they start at $5.99/mo. I use one of their multi packages and sell the web space to my clients for $6/mo.

If you haven't registered a domain name yet, I would suggest GoDaddy. They are also a great company to work with. They also have hosting but I haven't tried it to know what it's like being they don't sell reseller packages.
