It is for allowing a cylinder to float up and down in response to whatever it is attached to. That's "what it's for"
It is pretty handy for relieving pressure when unhooking, too, though.
As long as there is not some sort of silly load check somewhere messing things up simply wiggling the lever with the engine shut off does the same thing.
