The valve pictured is not a fill valve, it's a withdrawal valve.  So let's make sure I understand what you want.  I'm betting you want a valve to screw on to the fill valve attached to a dip tube on a propane tank and allow you to pull liquid from it to fill cylinders and forklift tanks.  The one in the photo is a Rego 3120. It's listed online at F.W.Webb, but I don't know if they sell direct or wholesale only.

There is a Marshall Excelsior equivalent to Rego 3121 on eBay that does the same thing but is not a lever type (actually it should be removed by eBay for keyword spamming since it is not a Rego or 3121, but it is a good valve.)
