I was given very good advice several years ago:  whenever you have problems with any lighting on trailers or trucks, check all the ground wires.  That advice has served me well, almost every time I have a wierd lighting problem, I usually find a corroded or rusty ground wire somewhere, or one that has been cut or disconnected.

I have no idea if your problem is related to a ground, but it is something to consider.
