My guess is when something happens to the cotton to make it questionable on grade. Such as what happend when Ike came thru Galveston & wharehouse had several feet of water in it. They are having to open up every bale, check it and then OK it for sale. Lots of farmer here can't get $$ for the cotton because it is tied up waiting to be OK'd. Can't get LDP either and contracts are expiring!
