Did you contact any of the references I suggested when you mentioned these questions a couple of weeks back?

I have never heard of a predictor, but Dickey-john makes a soil compaction tester. You can push through a hard spot "such as a wheel track" and find the compaction below the packed area. This would help you determine the total compaction in the field.

From what I have seen, DICKEY-john is selling standard "push-type" cone penetrometers. If you want the most economical approach to developing a soil resistance profile, I recommend a Jornada impact penetrometer:
