When you move a magnet past a wire, it will make the electrons in that wire move. That's the basic idea how a generator works. Since you're magnets won't be moving relative to the wires, this shouldn't be an issue.

Magnets can also clear magnetic storage, such as the hard drive in your computer. Very few GPS related things use hard drives, partly because they don't like bumps and vibration. There are some types of memory that can be wiped by a magnet. For the most part, you need to get the magnet really close to the chip to erase data. A magnet mounted outside the case of these devices probably won't cause any issues. If the device has a steel case, that should help to shield the internals from any magnetic fields.

I have a Trimble 252 receiver and it ships with 3 magnets to mount it. I think those magnets are pretty strong and they don't seem to cause any problems.

What particular devices (make/model) are you curious about? Since you're mounting this outside, make sure the light bar can withstand the dirt and possibly moisture that it will see.
