Agree with TD 15, I have a half dozen tractors and pickups on propane, low coolant will stop the flow of coolant through the vaporizer and freeze it up. In a way, thats a good feature, if the engine has a sudden total coolant loss, it will usually die from lack of fuel (frozen vaporizer) before overheating the engine enough to do much damage. Like a tractor running unattended on a manure pump.

White blowby is not good unless the air temp is quite cold. It probibly indicates that coolant is leaking into a cylinder or the crankcase as well as outside the head. Before tearing it apart, retorque the head bolts, that might fix it if the gasket is not damaged.
