Pay them the $6 with a smile. My yard light is mounted on another pole a good 100 ft from the meter pole, so I pay for the power and do any repairs. I have ridden the head end of our 13 X 61 Westfield auger to the top of that pole several times with a new light bulb in one jacket pocked and new photo cell in the other. Works pretty good with my legs jammed between the bridge cables and the auger tube, takes me about two minutes to replace the parts, but always have that thought in the back of my mind that if those lift cables break, I'm gonna die !!!!
