Mine acted the same way, wouldn't shift up after numorious times of moving the lever. Found a screw that mounts the shifting mechanisim to the command arm had come out and wasn't holding the mechanisim in the right place for the little lever to produce a shift. Screw was in the bottom of the command arm housing.
