I was told by a combine engineer once that the reason that they installed tractor tread tires backwards on the rear combine steer axle is that they steered better running this way. If rear wheel assist is added then the tires are turned around to run in the normal direction. Just repeating what I was told.
You might be able to find a diamond, knobby tread or "non-directional" tread tire in that size, but it would probably cost more than a regular lugged tractor tire. There are also some tires around made for bi-directional tractors, front end loaders and motor graders too that have a different tread, but I suspect they are more expensive too.
