No need for a meter in your case. You are so close to needing 500 gallons that its not funny. Unless you are in the minority, most guys around here have a 500gal tank sitting around . Fill it up and pump it into the small tank, then just circulate the 32% between the tanks for a while to get a thorough mix. You should be fine.
