NW Washington | Sensing the speed is the cheap and easy part, finding something to read those pulses and give you an rpm is the hard part. A Cal-An-Acre could read the pulses but it wants to convert the pulses to miles per hour or maybe kph in your area. http://www.micro-trak.com

Finally, you might be able to jury rig a speedometer out of an old car or truck too, but the input to it would be rotational.
