SE IL | **Let me first say I have no direct knowledge of the application you're talking about. I just have a decent knowledge of steel.**
It's core ten, not core tin. Also known as "weathering" steel.
Basically core ten is an alloy (top of my head thinking it's got higher concentrations of nickel, copper, and something else) that is "designed" to rust. Once the steel has it's initial coat of rust, it is not supposed to develop further. The initial oxidation is supposed to perform as a barrier, or sealer, against further degredation of the remaing steel.
Again, can't say anything about it's use or strength in this application.
