Head gasket would be my first thought...
Does the coolant look black? Is there coolant in the pan? Bubbles in the coolant? Those are the first things I'd check.
Given the temp reading and the fact that you just started it, I'd pretty well rule out water pump or thermostat issues. Thermostat wouldn't have opened in that short time anyway, hence there would be no circulation.
I'd think if there was a bad liner, there would be coolant in the pan. Otherwise, I' suspect the head gasket.
