| I've never seen any "population" requirement (usually as soon as I say I haven't seen something, it shows up). The same "good farming practices" apply, otherwise the only restrictions with BYE are proper documentation. If you requested the BYE discount when you signed up for insurance, your agent should have checked a box for it (if company forms provided for that) then been notified by underwriters when the paperwork didn't show.
We had a few BYE customers in IA and IL, and while the paperwork was a pain for them, they received the discounts. One of them was spot checked, but no problem.
