Do you have anything plugged into the serial port? If so, try turning it on with the only thing connected being the DB25 on the bottom. Do you have the AC wall adapter, try powering it up with it.
Sometimes there can be problems with things connected to the monitor that cause a short or drain and prevent boot up.
