Subject: Rotary Harrow

SE MN
Is a rotary harrow aggressive enough to incorporate urea into last years bean stubble or corn stalks? How well does it work through corn stalks in general? I have seen one post stating somebody used it as a rotary hoe and was happy with the job it did, does any one else have any comments on using it as a rotary hoe?

This would be our only tillage pass prior to planting, looking at the Phillips rotary harrow.
