Near Intersection of I-35 & I-90 Southern Mn. | I had some of the same questions for my new shop/cold storage building last year.
The cold storage portion did not require great lighting but I wanted it to be decent. I had the electricians install several receptacles for common light bulbs.
I had them install HD incandescent bulbs in half the receptacles and the screw in florescents in the other half in an alternating pattern. My idea was to get the best of both worlds. The regular bulbs are cheaper but use more electricity. I have the choice of going completely one way or the other quite easily.
I'm happy enough with my choice. The florescents seem to come on in the Winter although they take a while.
I have the entire area on one circuit since it is not used very often - basically only when machinery is moved in or out on a seasonal basis.
Some power companies have a rebate program if you buy the floresecents that are approved (they have an energy saving logo on the box). Mine were but I never got around to claiming the rebate.
