U got to know what U want: a phone to make phone calls or a little computer called a a smartphone...
The new Apple IPhone for instance has inbuilt GPS with TOMTOM I guess ...
HTC is another of those super duper toys, Nokia and Blackberry too have one.
In most of these units, the GPS chip is a SIRF3 which is one of the best at the moment...
But don't expect high accuracy from these units, they are all within the same range, e.g. a few feet, which is fairly enough for getting directions in a car. Thats the purpose of them.

In some countries, cell phone companies allow for a rough positioning thanks to the link of the cell phone to the provider's towers. This is also how a provider knows where you are calling from and hence can charge you like you were making the call from your hard wired phone. This positioning is made by triangulation. Precision is in the range of some hundred feet depending on tower density.
