The MT plumbing arrangment generally uses a bypass control setup. This means that a tee is placed in the product line ahead of the flowmeter which allows the excess flow to be returned to the tank or bypassed.

If this is the plumbing arrangment that you are using be sure that this excess path returns to the top of the tank or the inlet to the pump.

I have seen customers who plumbed this excess line to the bottom of the tank or tried teeing into the agitation line. This is not a good idea since the backpressure that the control circuit experiences changes with the tank level. It is more difficult for the system to return the excess when the tank is full rather than empty.

This might explain why you have poor control at first but better control later as the tank level is reduced.
