I had a 9520 doing this also. Mostly going thru the field the hood would jerk back and forth 12 to 15 inches. We found that when testing the wheel angle sensor in the pivot area the tractor was slow to respond or you could say lazy. We installed a new sensor and problem left.
I think this can be checked without test equipment using the diagnostics of the front cornerpost.
