There are times where the Shapefile conversion does not work for some reason. The earliest hint is when it takes it 2 seconds to convert the file (time meter at bottom of page) If per chance it does work, then it is a shapefile. Go to "import" in Apex and select file. It will show up as a Management Zone under your maps.
