Subject: CRP Ground

What kind of crop can you expect the first year on ground that has been in crp for a long time? I know ideally it would be best to tear it up and then let it sit over winter before planting, but can you still get it in good enough shape to farm it this late in the season? What would be the best crop to plant in these conditions? I was kind of thinking milo, but am worried about the grass pressure. TIA
