Do you have any collected yield data for your fields, I would then base your target rates on that variability range on a field by field basis. Justification for VRT seeding would be directly correlated to yield/yield potential variability. Just finished up some analysis of a 3 yr study on VRT seeding, a fairly good method for starting out is what we termed the "farmer set range". Our cooperator knew his fields perty well, we asked him in the best spots whats is the highest rate he could conceive planting at he said 33-34,000 so we set the upper bound at 35,000, he said a low of 21,000 so we went down to 18,000. We then correlated the highest pop to the highest yielding areas, low to low, and fit everything between. Simplistic explanation but you get the idea. The range here may seem extreme, it was in northeast Kansas on a 153 ac field that ranges from heavy silt loam to blow sand and the soil texture areas are irregularly shaped.

Keep in mind that in may cases corn is not as responsive to population as many (including me at the beginning of the study) believe.
