I tell most of our customers they are better off spraying after you plant your corn. You can use agrotain or nutrisphere to stabilize the 28% to protect against volatization. Nutrisphere is a better choice for your UAN. If you spraying 15 gal cost somewhere around $4.80 per acre. Laying herbicide on top works 95% of the time but in my experience most failures come from incorporation. Just my 2 cents.
