Those outside switches are notorious for going bad. Unplug them and see if the inside controls work then.

We had a problem when we owned a 45 that the three point would lift with a light load but would not lift a 3pt planter. It turned out some o-rings were blown in the hydraulic valve stack letting oil bypass. Probably not your problem, just a FYI for future reference.

Also what DeerTopher said about needing to cycle the hitch levers so the 3pt can "find" its position location.  Had to do ours basically every time we started the tractor before the 3pt would work. Outside buttons probably do not go through that circuit.
