It is hard to find much out about JCB transmissions and torque converters but JCB has been promoting a "lockup" torque converter on some of their backhoes and so forth and say they get better fuel economy going down the road and go uphill faster.

I think Apache needs that lockup feature in their sprayers, too, and not just in road gear but in second and third, too.

Seems right now the only solution is to look for another sprayer that has a different transmission setup, I doubt Apache will come up with anything better.
