No the inner gear is keyed to the camshaft and that is what turns the inj pump, the big outer gear is driven by the crankshaft gear, It is the big outer that slips.
they cannot machine the two gears from one piece because of the close proximity of the two so they machine the inj pump drive to turn the cam and then press the cam (big gear) onto the hub of the inj pump gear.
I will take a pic tomorrow and post it to show what I am talking about.
