Looking at the dimensional data for Firestone Radial All Trac 23 degree R-1's I would say you should be able to switch to 18.4-46's without any adverse consequences.
Static loaded radius 34.3" to 34.8".
Rolling circumference 228" to 231".
Verify my thoughts with your tire retailer.
