So. IL
is if the bag or bags were located inside a concrete diked area.
Doubt that I would be able to sleep soundly at night with a full bag of 32% UAN

) located in the open.
Actually, in Illinois I believe that if any given pile of liquid fertilizer exceeds 5,000 gallons then secondary containment is a requirement.
