A PC out of the box is sure to be faster than one that's been slowly accunulating junk for Months, but if you keep a grip on what's running at start up you should be able to keep the performance at a level where you aren't aware of any 'slowness'.
Problems seem to develop on start up and shut down as the machine hunts for the files it needs. Defragging ^ will help, it may take hours to do.
Eventually the simple solution is format the drive, reload windows and start fresh, but XP with plenty of space should run for years before you need do that.
