That old saying pretty well fits in this part of the country.  A storm coming in the back door is usually a violent one, bringing lots of rain or snow, depending on the season.  Have seen it work many times, not sure how many times it didn't work.

I would guess not planting when the wind is in the east had to do with having trouble getting the crop up after a big storm.
