You can buy yellow jacket traps at a hordware stores or various places. It is just a plastic jar what holds a smelly bait. The wasps crawl in the bottom and are not smart enough to figure out how to get out. What you see now are all the workers who are just bidding their time till they die at during cold weather. Earlier in the season the yellow jackets eat aphid and other insects and they don't turn it real pests eating fruit and sweet stuff till late summer or fall.
They will all die over winter except the queens who burrow in the ground or somehow manage to survive the winter. In the spring they will build new nest and lay eggs and get things started for another year. So if you can catch them early in the year you might get a leg up on them. BTW, there is a new wasp that looks like a yellow jacket that just came into Washington from BC a few years ago so you might have that bugger now too.
