If using wood hedge would be my preference. Do not use lags, use long bolts or all thread and go all the way thru posts.

Do not put treated posts in concrete unless you plan to die in the near future and don't care about the next person that will have to replace them.
I will not use treated posts on this farm, PERIOD.

I would raise the headgate 4-6" off the ground and close the opening beneath it.
