Oklahoma | Agreed, NRCS doesn't regulate outside their own cost share. They do have to enforce their programs like CSP or EQIP. Looks bad when EQIP funds pay for part of a project then the first rain it looks like...... or you have a CSP and agreed to do one thing then do nothing but expect the payment.
On the other hand, neighbors/citizens driving by and seeing it, then filing a complaint, depending on the agency, NRCS may have to drive by to respond to the complaint. If the complaint goes through FSA, NRCS may have to look. I know of a vet that recieved a visit from DEQ after a citizen drove by and saw run off from his vet pens. Even though he wasn't a CAFO or used the facility much anymore, he had to deal with the red tape and redo his drains.
