My grandfather had a home made basement stairwell cover well over 60 years ago. It was made of wood and had typical problems from exposure to the elements. You can now buy outside basement stairwell covers made of steel and fiberglass. Here is one. I think there is another called Biltwell or something like that. http://www.holbymarine.com/clamdoor/
