Test him, that would tell you if there is a problem with low count, poor motility or any other problem with the semen quality. If all of that checks out I would lean towards libido being the problem. Just because you saw him occasionally breed a cow doesn't mean that his libido is fine. Some bulls are just plumb lazy, they would rather lay around chewing their cud than get out and do their job.
