It depends on where the water is coming from. If the water table is rising up above the basement floor in the spring it is tough to keep the basement dry. There are is some stuff on the market that is supposed to seal up concrete, but I am dubious, and it would only take one crack or leak to make a mess. And this stuff needs to be applied to nice bare concrete. I think Drylock is the brand name of one product. If the water is coming from from the roof or due to the slope of the ground around the house you might be able to fix the problem easier.

If the ground is getting saturated you would need to dig down to below the floor level outside of the basement walls and put in a good tile/drain tube around the house and then either day light the drain down slope or put in a sump and a sump pump. And then hope the power does not fail when things are wet.

In a wet, high water table area building a waterproof hole in the ground is probably not a good investment, especially if you have room to expand above the ground.
