The trouble is in coming up with the number in Line 1.
Same as it is now.
A simpler tax would be to get rid of income taxes and do the 'value added' tax - a sales tax. It would never fly as the 'only' tax, but would become in addition to the current income taxes, so no dice for my opinion.
