Cedar Rapids is full of chain resteraunts.  Applebee's, Chilis, Ruby Tuesday, Red Lobster, Loan Star, Olive Garden, Outback, Carlos OKelley's, Biaggis, Granite City,and the North Country Steakhouse to name a few.  There is Ryan's Steakhouse which is really a big buffet where the someone cuts the meat and puts it on your plate (probably not what you have in mind).  Several of these and more are on Collins Road (highway 100) between 380 and 1st Avenue or a little south on 1st avenue. 

You could try going to Zins. http://www.zinsrestaurant.com/Home_Page.html After listening to the waiter tell you about the small serving philosophy and the wine selection, just say you want five of the beef tenderloins, six rasberry cheesecakes, and a picture of Bud Light.  Well, at least that's something like what I'd like to do if I eat there again.  Let me know what the waiters reaction is if you try it.:)

If you were looking for some of the best mom and pop ribs anywhere and don't mind eating in small, bare bones (looks like a school cafiteria) atmosphere, I'd tell you to go to Al and Irene's.  http://www.alandirenesbbqhouse.com/  Edit: they close at 5:00 on Sunday. 

It seems amazing that a town the size of Cedar Rapids would not have a somewhat well known mom and pop steakhouse, but I can't think of one.  Then again, I don't spend much time there.
